Responsible for the Project Controls function in the China Project Management Center (PMC). Leads a team of Project Controllers and Project Control Scheduler in China region. Provides the support for Scheduling and Cost Control including project tracking, analysis, forecasting and reporting. Ensures that the Project Controls tools, policies and procedures are consistently applied on the projects in their area of responsibility. Provides summary level analysis and reporting for the China PMC and is responsible for the collection and reporting of historical data. Demonstrates excellent communication and management skills and works well with Program Managers and Project Managers to implement the work processes, data structures and technology for Project Controls. - Implementation of the standard Project Controls tool sets and work processes on all projects in the China PMC - Implement project scheduling standards, templates and model plans for the China PMC - Support the China MPO in managing project review, control and reporting processes for the China PMC - Managing a team of Project Controllers and Project Control Scheduler in planning, scheduling and cost control including monthly review and audit on Projects. - Perform monthly review, AP pulsing reviews, projects gating reviews and monthly region and quarterly AP EAC reviews. - Assist MPO to coordinate and liaise with internal controller, corporate auditor and GOAT team on projects audit. - Ensure the Project Control policies and procedures are consistently applied on the projects. - Work with Program Managers, Contract Managers and Operation Managers to implement the work processes, data structures and technology for Project Controls. - Monthly EAC, Change Orders and COPQ tracking and Cost Analysis. - Familiar with MS Office applications,Oracle Applications or equivalent business systems, Microsoft projects and Primavera Project Planner. - Familiar with ePSF system will be an advantage. - Support China MPO and Project Manager in Change management areas inline with the prevailing policy. - Global Project Controls methodology and tools. - Analysis tools, Earned value (progress & productivity measurement) - Cost risk analysis and Concept of Change Management. - Project Controls Analysis (data, indices, variances, trends, projects), Planning and Integrated scheduling (concepts and work processes) - Familiar with GPCT Workbook, DCI and scheduling. - Familiar with Documentation Control system and filing structure in accordance to Global formats. - Communication skills (oral and written) - Presentation skills - Analysis skills - Leadership & team management skills Qualifications - Possess a tertiary qualification in Engineering / Technology - Project Management Institute certified Professionals will be preferred - Minimum 8 years of experience in Project Management and Control - Experienced in project management in China projects and project financing skills will be added advantage. - Should have the mind-set of multi-tasking, work under pressure and a good team player. |
